Dr. Brooks works at the intersection of medicine, law, and business to drive sustainable growth in healthcare. Dr. Brooks is a physician executive and healthcare value leader who aligns clinical excellence and patient quality with sustainable financial and strategic performance across academic medical centers, specialty platforms, and integrated health systems. He specializes in growth strategy, payer negotiations, revenue cycle optimization, healthcare compliance, and enterprise growth.
Across multi-site oncology and proton therapy platforms, he has driven multimillion-dollar financial impact through reimbursement optimization, denial management, workflow redesign, and legally compliant integration campaigns. His work sits at the intersection of medicine, law, and business. Dr. Brooks routinely leads complex payer negotiations, designs Stark- and AKS-compliant referral and marketing structures, advises on M&A and joint ventures, and partners with executive leadership to scale operations while protecting clinical integrity. He is equally proficient presenting clinical evidence to tumor boards, embedding it into SOPs, modeling long-term NPV for growth initiatives, and negotiating contracts with national payers and health systems.
Beyond his operating roles, Dr. Brooks is a Law and Leadership Scholar at Case Western Reserve University School of Law and an invited editor to the Journal of Law, Technology and the Internet, where his work sits at the intersection of law and emerging technology. He is a member of the Forbes Business Council and the author of more than 70 publications spanning benchmark journals including The Lancet, Nature, and JAMA.
Dr. Brooks currently serves as Chief Value Officer and Physician Partner for a leading, institutionally privileged radiation oncology platform, where he guides enterprise value strategy, payer relations, and compliant growth initiatives. Previously, he led health value strategy and operations for a nationally recognized academic proton therapy institute, supporting large-scale value-based care initiatives spanning, in some projects, more than 200,000 covered lives.
